President

Kevin P. Kelly

Kevin P. Kelly is the President of Leon N. Weiner & Associates, Inc. The Weiner organization and its affiliated companies have planned and built more than 4,500 homes, developed and constructed 10,500 apartments as well as hotels, office and retail facilities. The company, through its subsidiary Arbor Management, LLC, owns and manages 4,500 apartments in nine Mid-Atlantic, Ohio Valley and New England States.

As a frequent housing industry spokesperson and advocate, Mr. Kelly has testified before committees and subcommittees of the U. S. Senate, U. S. House of Representatives and Delaware General Assembly on affordable housing production, finance and growth management. He has also been a speaker at numerous forums, task forces, panels and study groups examining issues of land use, growth, affordable housing and urban redevelopment. In his home state, he has actively participated in the formulation and development of public policy as it affects these matters and is currently a member of the Delaware Housing Roundtable.

Mr. Kelly is currently serving a seventh term as a member of the Executive Committee of the National Association of Home Builders (NAHB). In addition, he is a member of its Multifamily Leadership Board, Convention Committee and Association Planning Committee. He is immediate past chair of both NAHB's Federal Government Affairs Committee and Association Planning Committee, and previously chaired its Multifamily Council. Mr. Kelly was elected a Life Director of NAHB in 2003.

Mr. Kelly is also involved in a number of other homebuilding and housing-related organizations. Currently he is serving his fourth term on the Board of Governors of the National Housing Conference (NHC). He served two terms as President of the Home Builders Association of Delaware (HBA/DE), was named Builder of the Year in 1998 and was elected a Life Director in 2000.

Mr. Kelly has chaired the Delaware Business Group and participated in advisory groups for the Delaware State Housing Authority (DSHA), the Maryland Department of Housing and Community Development (MDHCD) and the Pennsylvania Housing Finance Agency (PHFA). He has also participated in the Delaware Public Policy Institute Task Force on Growth, Governor's Housing Conference, New Castle County Comprehensive Plan Advisory Committee, Citizens' Advisory Board to the Governor's Cabinet Committee on State Planning, Philadelphia Commission on the Homeless and the Livable Delaware Committee on affordable housing issues.

Currently, Mr. Kelly serves as president of the Leon N. Weiner Education Foundation, a 501(C)(3) non-profit organization dedicated to enhancing educational opportunities to children residing in affordable housing communities.

Mr. Kelly is a past director of Independent Living, Inc. and CareLink, Inc., community-based organizations serving the physically and mentally challenged. Mr. Kelly has served as a pro bono planning and development consultant to Sojourners' Place, Inc., a homeless shelter provider in Wilmington, Delaware. In addition to these community involvements, Mr. Kelly has also been involved in the organization and operations of one of Delaware's largest youth soccer organizations.

Mr. Kelly holds a B.A. in Political Science from St. Anselm College and an M.P.A. from Suffolk University.

Mr. Kelly and his wife reside in Hockessin, Delaware and are the proud parents of two sons.



David W. Curtis

David W. Curtis

Dave Curtis is the Executive Vice President of Leon N. Weiner & Associates, Inc.

Mr. Curtis currently serves on the Board of Directors of the Federal Home Loan Bank of Pittsburgh. He was appointed to the Board initially in 1996 and served as Chairman from 1999-2001.

Mr. Curtis is currently the Co-Chairman of the Mortgage Roundtable, a blue ribbon panel of 50 leaders from the housing finance industry. He is also a member and past Chairman of the National Association of Homebuilders' Housing Finance Committee. Mr. Curtis is a frequent participant in Congressional and Senate hearings concerning housing finance.

Mr. Curtis holds a Master of Arts Degree from the University of Delaware's College of Urban Affairs where he was a Graduate Fellow. He resides in Greenville, Delaware with his wife Donna.



Glenn R. Brooks

Glenn R. Brooks

Glenn R. Brooks is the Senior Vice President of Leon N. Weiner & Associates, Inc.

Mr. Brooks is responsible for LNW&AI's development activities and is a member of the firm's Board of Directors. His responsibilities include coordinating the company's land planning, financial application and equity syndication processes. He has participated in the development and operation of real estate projects with a total value well in excess of $500 million and has helped raise over $73,000,000 in equity investments for the firm.

Mr. Brooks has experience in utilizing the Low Income Housing Tax Credit Program, the Federal Home Loan Bank's Affordable Housing Program, the Section 8 Program, the HOPE VI Program, the Pennsylvania Housing Finance Agency's Homeownership Choice Demonstration Program and other financing mechanisms to produce affordable housing in Delaware, Maryland, Pennsylvania and several other Mid-Atlantic states. He helped write the application for the $28 million Eastlake HOPE VI development located in Wilmington, Delaware, which includes both affordable rental units and for-sale homes.

Mr. Brooks has served on the Federal Home Loan Bank of Pittsburgh's Affordable Housing Advisory Council since 2004. He was elected Vice Chairman of the Council for 2006 and 2007.

Mr. Brooks currently serves as the Chairman of the Board of Trustees for the Grove United Methodist Church in West Chester, Pennsylvania, and recently served as an ad-hoc member of the National Association of Home Builder's Military Housing Task Force. He holds a Bachelor of Business Degree from the College of William and Mary in Virginia. Mr. Brooks and his wife reside in West Chester, Pennsylvania and are the proud parents of a son and daughter.



John J. Gorlich

John J. Gorlich

John Gorlich is a Vice President of Leon N. Weiner & Associates, Inc. Mr. Gorlich is responsible for the development of real estate projects in Delaware and Maryland. He has been with the Weiner organization for over 19 years.

Mr. Gorlich was the 2001 recipient of the Ambassador Award from the Delaware Chapter of the National Association of Housing and Redevelopment Officials' and has been a NAHRO member for over 30 years. He is also a member of the National Association of Home Builders, the Home Builders Association of Delaware and was a former director of the National Leased Housing Association.

Prior to joining LNW&AI, Mr. Gorlich worked for the investment banking firm of Matthews & Wright in their Southern Pacific offices in Saipan, Guam, and Palau providing consulting services for the financing and development of affordable housing. Before his overseas work, Mr. Gorlich worked over 16 years for the State of Delaware beginning with the Office of Economic Opportunity and spending 14 years with the Delaware State Housing Authority where he ended his service as its Deputy Director. At DSHA, he assisted in building the agency from a small 3 person office to a half billion dollar housing finance agency issuing tax exempt revenue bonds for single-family and multi-family housing.

Mr. Gorlich holds a B.S. in Engineering from Swarthmore College. He resides in Dover and Rehoboth Beach, Delaware with his wife, Hope, and is the proud parent of two sons.



Thomas J. Perkins
CFO and Vice President

Thomas J. Perkins

Thomas J. Perkins is the CFO and a Vice President of Leon N. Weiner & Associates, Inc.

Before joining LNW&AI and Arbor, Mr. Perkins was an officer and shareholder in Halbert, Katz & Co., P.C., a Certified Public Accounting firm located in Philadelphia, PA. In that capacity, Mr. Perkins worked predominately with affordable housing, construction and non-profit entities. Mr. Perkins joined the company in March 1998, and assumed the responsibility of overseeing the Accounting, Human Resources/Payroll and Management Information Systems departments.

Mr. Perkins is a member of the American Institute of Certified Public Accountants and the Pennsylvania Institute of Certified Public Accountants. Mr. Perkins holds a Bachelor of Science degree in Public Accounting from the State University of New York at Albany, and is an active member in his local church.

Mr. Perkins, his wife, and daughter reside in Villanova, PA.



William DeMarco
Vice President and
Director of Residential
Management

William DeMarco

William DeMarco is a Vice President and the Director of Residential Management for Arbor Management, LLC (Arbor), an affiliate of LNW&AI.

Prior to the formation of Arbor, Mr. DeMarco was the Director of Residential Management for North Delaware Realty Company, a division of LNW&AI.

Mr. DeMarco joined the Company in 1986 and has overseen the growth of its portfolio from 25 properties to 40 properties prior to the formation of Arbor, which currently manages over 40 properties in 7 states.

Mr. DeMarco's experience includes working at HUD for six years in the Multifamily Asset Management Division as well as a number of years experience with banking and mortgage lending.

Mr. DeMarco is a member of the Institute of Real Estate Management (IREM) and has earned the Institute's highest honor, the Certified Property Manager designation. He is also a member of the National Association of Homebuilders and The National Assisted Housing Management Association. Mr. DeMarco holds a Bachelor of Business degree from the Pennsylvania State University.



Debra L. Finocchiaro
Vice President and
Director of Construction

Debra L. Finocchiaro

Debra L. Finocchiaro is a Vice President and theDirector of Construction for LNW&A Construction Corporation, a division of LNW&AI. Ms. Finocchiaro joined LNW&AI in 1999 as a project manager. In 2002, she was promoted to Assistant Vice President of Construction; and in 2004 she was promoted to Vice President and Director of Construction.

Ms. Finocchiaro is responsible for the oversight and coordination of the Construction Department including office and field operations. Her responsibilities include, but are not limited to, estimating and reviewing potential development projects, value engineering, developing scopes of work, scheduling, monitoring budgets and profit projections and interfacing with housing agencies, local, state and municipal authorities and professional engineers.

Since 1999, she has been involved with projects in eight states which are valued in excess of $100 million. Her current and completed construction projects include both residential, light construction and commercial developments.

Prior to joining LNW&AI, Ms. Finocchiaro held a senior project management position with Krapfcandoit Company for 10 years. Ms. Finocchiaro attended Delaware Technical and Community College for Architectural Engineering / Project Management. She has been a State of Delaware Certified Construction Reviewer since 1999 and holds a current certification from the State of Delaware for Sediment and Stormwater Management. In 2004 Ms. Finocchiaro was named Leon N. Weiner & Associates, Inc. "Employee of the Year."
